New Honduran Government Defies OAS Ultimatum

02 July 2009

New President of Honduras Roberto Micheletti, 28 Jun 2009
New President of Honduras Roberto Micheletti, 28 Jun 2009
The interim Honduran president has rejected an ultimatum from American governments to reinstate ousted leader Manuel Zelaya to the presidency. The ongoing political crisis has sparked new protests.

Interim President Roberto Micheletti is facing new foreign pressure to allow the return of President Manuel Zelaya, who was forced to leave the country on Sunday.

The United States, United Nations and many Latin American nations have refused to acknowledge the government that took control from Mr. Zelaya, who has been accused of criminal charges. The Organization of American States (O.A.S.) went a step further Wednesday and said Honduras has 72 hours to reinstate Mr. Zelaya or the regional group may suspend the nation's membership.

In Tegucigalpa, Mr. Micheletti said his government will not bow to outside pressure, and that he is not fazed by the overwhelming negative reaction from foreign governments.

The interim leader said he is confident that Honduras will not be isolated for long, and that other countries will begin to understand how the new government has saved the country. He added that God is with the new government to help it resolve the crisis.

He said officials from the new government were beginning to reach out to Washington and other foreign partners to offer details on why Mr. Zelaya was removed from power. Officials have announced a criminal investigation into the ousted leader, who is accused of 18 offenses including treason and abuse of power.

Still, pressure is mounting on the interim government, as Spain and France recalled their ambassadors to Honduras. In Washington, the Pentagon said it was suspending military activities while officials reassess the situation. U.S. military forces operate a security and counter-drug operation from the Soto Cano airbase outside the Honduran capital.

Meantime, the president of the Honduran Commission for Human Rights offered a proposal aimed at easing the political crisis between the interim government and foreign allies. Ramon Custodio said election officials should consider holding a referendum on whether to allow Mr. Zelaya to return to power or not.

Custodio said the vote would offer a response to the international community, and show that only the Honduran people can decide the country's future.

The announcement marked a shift from the human rights chief, who has said officials acted properly in removing Mr. Zelaya and that the interim government has full authority. Custodio says he has received scores of threats for his actions, but says he will not be intimidated.

Supporters of the interim government held a large rally in the southern city of Choluteca on Wednesday, and smaller rallies took place in the capital. Also, some medical workers and school employees walked off their jobs after labor unions called for a strike until Mr. Zelaya is returned to power. Many schools have been closed since the coup, but businesses in the capital continue to operate

Chinese Netizens Celebrate Green Dam Delay

Many Internet users in China are celebrating after Beijing delayed implementing its order that Internet-blocking software be installed in all new computers.

News of the delay turned a scheduled Internet boycott into an all-day celebration on Wednesday. Hundreds of opponents of the plan flowed in and out of a tucked-away restaurant in Beijing's Caochangdi art district.

The well-known artist and activist Ai Weiwei organized the event. Dressed in neon pink, he walks around posing for photographs and signing T-shirts with slogans protesting the plan. Ai had proposed a 24-hour Internet boycott for Wednesday, the day the plan was to go into effect, and used online tools such as Twitter to invite people to gather at the restaurant near his home.

"It's just to let people know what our attitude is towards this kind of censorship," Ai said.

By lunchtime the party already had over 200 guests enjoying free food and alcohol. Ai says he expects over 1,000 people from all over China to join the party before the day is over.

"They traveled to Beijing many of them," Ai said. "The guy on the phone there is from Hangzhou, some people are from the northeast, some are from different provinces. I was so surprised. Some are fans of mine, some are Internet activists, [and] some are human rights activists."

Last month, the government said that all new computers sold in China would have to have Internet-blocking software installed. The government said the software, called the Green Dam Youth Escort program, would protect young Internet users from pornography, but many critics say it also would have blocked access to Web sites containing politically sensitive information or allowed the government to track what people view on the Internet.

Ai says citizen protests may have influenced China's decision to delay the software's implementation, but also says the government faces greater pressure than activists.

For weeks, foreign officials and industry groups expressed opposition to the Green Dam software, for political, commercial and technical reasons. Twenty-two chambers of commerce and trade groups asked Premier Wen Jiabao not to go through with the plan. Computer-makers Dell and Hewlett-Packard said they might complain to the World Trade Organization.

Many of these groups welcomed the implementation delay. The American Chamber of Commerce in China called it a "positive development" for Chinese consumers, the government and the business community.

While partygoers in Beijing say the delay is positive, many do not believe it will be permanent. Miao Shiming attended Wednesday's party after reading about it online. He thinks the government will go forward with Green Dam, since it has already invested money in it.

Miao says he believes China will implement the Green Dam requirement when there is less attention focused on the issue.

But for the rest of the day at least, Chinese netizens celebrate their victory.

US and Indonesia Agree to Abolish Debt

The United States and Indonesian governments have signed an agreement on Indonesia’s debt abolition worth close to 30 million US dollars in an 8-year forest conservation scheme.

"We hope the funds would be used for the conservation of seven million hectares of forested land in North Sumatra, Central Sumatra, and South Sumatra," US Ambassador to Indonesia Cameron R.Hume told a press conference at the Directorate General of Forest Protection and Nature Conservation in Jakarta Tuesday.

Cameron said Sumatra has many habitats and unique and rare animal species like the Sumatra tiger and orang-utans. The cooperation agreement was reached under the Tropical Forest Conservation Act (TFCA).

Indonesia was the 15th country which established the agreement with the United States. The other countries were Bangladesh, Botswana, Colombia, Costa Rica, and the Philippines.

The debt abolition not only involved the Indonesian government, but two community self-supporting institutions as well, namely the Indonesian Bio-diversity Foundation (KEHATI), and Conservation International (CI). Forestry Minister MS Kaban, meanwhile, said Sumatra was the first region in Indonesia to serve as a model in the application of the TFCA.

Kaban said many areas in Indonesia are still in need of conservation, such as East Kalimantan and Central Kalimantan. In this context, Kaban said, while the fund has yet to be made available, raids against illegal logging would continue under a government commitment to reduce the degradation and deforestation rates.

He also hoped for the people’s participation in the nature conservation activities, because the people are also a decisive element for a successful conservation drive. KEHATI executive director Damayanti Buchori said Indonesia will receive the biggest amount from the US for the debt abolition under the Tropical Forest Conservation Act, while the other countries also enjoying a debt abolition received only 12 to 13 million US dollars.

Damayanti said the sum equivalent to 300 billion rupiah, is quite a big sum of money for forest conservation if it is truly and most effectively carried out in the field. In the meantime, he also said that the fund allocation would not be equally distributed among the three Sumatra provinces, but based on their respective forest conservation needs.

"In other words, the 30 million US dollars will not be equally divided, and each of the provinces gets 10 million US dollars, but we will first study the conservation needs of respective regions," Damayanti said.

Cure Your Phobia Instantly - How To Cure Phobias

If you have wondered how to cure phobias, then fortunately for you, there are methods already available in the medicine world such as pharmacotherapy, psychotherapy and behavioral therapies. Getting into detail to each method would prove that phobias are more or less dependent on a person’s acceptance of his or her condition and one method might not work for you or it needs to have a combination of more than one technique.

Phobia is defined by a fear that is described as not rational and exaggerated and would cause a person to avoid that thing, person or situation which causes that reaction. It usually draws out distress and anxiety from the affected person and may manifest in a form of panic attacks and a person’s inability to function normally.

A suggestion on how to cure phobias is by classical conditioning, an approach that deals with having to undergo the same feeling with the same event in a repeated process until both may already be coupled together and become a habit. This is with the help of a conditioned stimulus that when gradually let go would actually aid in the behavior becoming a habit, something which comes naturally.

Sedatives are also another another suggestion on how to cure phobias. There are various sedatives that are acceptable in industrial settings or in the workplace and other public places. Examples are Remeron, Xanax, Benadryl, Riperdal, Lunesta, and Thorazine to name a few. Still, you have to consult a professional psychiatrist or clinician in order to prescribe these medicines and to make sure that the treatment you are taking is suitable for you.

Sadly, though, there are some people who have financial constraints that hinder them from having therapy, whether it is through psychotherapy or through medication. And more often than not, people who have problems with money are those people who suffer much from mental disorders such as phobias. However, not many people realize that one way to cure phobia instantly without any monetary issue is through self help techniques that can be paired with medicines at a reasonable rate.

So, I laid down some of your options on how to cure phobias, now it’s up to you on what to decide you’ll take on and help yourself.

Before embarking on a Paid Search Marketing (PSM) campaign it is advisable to fine tune your website for search engine optimisation (SEO). This article outlines how search engines manage to rank websites and what you might try in order to improve your ranking.

There are two ways to improve site rankings. These are the nice way in which you are open and play fair, and the bad way in which you try every trick in the book to fool the search engine into giving you a higher ranking than you deserve.

Search engines dislike displaying pages with higher rankings than they deserve as this means that people will follow useless links and blame the search engines. This is a quick way to lose customers. They will do everything in their power to detect the SEO cheats and when they do they will be sent to the back of the class so it is vital that decent PPC software is used.

The Bad Way: Two famous examples of the bad way of influencing search engines are what is called Google Bombing (or Link Bombing), and Spamdexing. Google bombing employs the anchor text of hyperlinks to fool the search engine. The anchor text could be a phrase totally unrelated to the link destination. Of course it is necessary to ensure that this is repeated many times across the web. For instance the anchor text could contain derogatory words and the link could go to a politician's website. This technique can be used commercially too. Spamdexing is a technique of increasing rankings by repeating keywords many times on a page in a manner that is invisible to the reader but visible to the search engine. Other techniques involve creating multiple links on the internet with many interlinked pages, invisible links, and false websites. Search engines do all they can to detect these scams and de-rank the perpetuators accordingly, though new ways of fooling them are being invented perpetually.

The Good Way: Follow the guidelines laid out by the search engines. All the major search engines now publish what it looks for in a website. These are essentially what any professional web designer would consider good practice and deception free. Content, transparency and structure are key elements. The good way will lead to long term business with good customer relations. The bad way will achieve the opposite.

Logistic Regression

Logistic regression is used for binary classification problems -- where you have some examples that are "on" and other examples that are "off." You get as input a training set; which has some examples of each class along with a label saying whether each example is "on" or "off". The goal is to learn a model from the training data so that you can predict the label of new examples that you haven't seen before and don't know the label of.

For one example, suppose that you have data describing a bunch of buildings and earthquakes (E.g., year the building was constructed, type of material used, strength of earthquake, etc), and you know whether each building collapsed ("on") or not ("off") in each past earthquake. Using this data, you'd like to make predictions about whether a given building is going to collapse in a hypothetical future earthquake.

One of the first models that would be worth trying is logistic regression.

Coding it up

I wasn't working on this exact problem, but I was working on something close. Being one to practice what I preach, I started looking for a dead simple Python logistic regression class. The only requirement is that I wanted it to support L2 regularization (more on this later). I'm also sharing this code with a bunch of other people on many platforms, so I wanted as few dependencies on external libraries as possible.

I couldn't find exactly what I wanted, so I decided to take a stroll down memory lane and implement it myself. I've written it in C++ and Matlab before but never in Python.

I won't do the derivation, but there are plenty of good explanations out there to follow if you're not afraid of a little calculus. Just do a little Googling for "logistic regression derivation." The big idea is to write down the probability of the data given some setting of internal parameters, then to take the derivative, which will tell you how to change the internal parameters to make the data more likely. Got it? Good.

For those of you out there that know logistic regression inside and out, take a look at how short the train() method is. I really like how easy it is to do in Python.

Regularization

I caught a little indirect flak during March madness season for talking about how I regularized the latent vectors in my matrix-factorization model of team offensive and defensive strengths when predicting outcomes in NCAA basketball. Apparently people thought I was talking nonsense -- crazy, right?

But seriously, guys -- regularization is a good idea.

Let me drive home the point. Take a look at the results of running the code (linked at the bottom).

Take a look at the top row.

On the left side, you have the training set. There are 25 examples laid out along the x axis, and the y axis tells you if the example is "on" (1) or "off" (0). For each of these examples, there's a vector describing its attributes that I'm not showing. After training the model, I ask the model to ignore the known training set labels and to estimate the probability that each label is "on" based only on the examples's description vectors and what the model has learned (hopefully things like stronger earthquakes and older buildings increase the likelihood of collapse). The probabilities are shown by the red X's. In the top left, the red X's are right on top of the blue dots, so it is very sure about the labels of the examples, and it's always correct.

Now on the right side, we have some new examples that the model hasn't seen before. This is called the test set. This is essentially the same as the left side, but the model knows nothing about the test set class labels (yellow dots). What you see is that it still does a decent job of predicting the labels, but there are some troubling cases where it is very confident and very wrong. This is known as overfitting.

This is where regularization comes in. As you go down the rows, there is stronger L2 regularization -- or equivalently, pressure on the internal parameters to be zero. This has the effect of reducing the model's certainty. Just because it can perfectly reconstruct the training set doesn't mean that it has everything figured out. You can imagine that if you were relying on this model to make important decisions, it would be desirable to have at least a bit of regularization in there.

And here's the code. It looks long, but most of it is to generate the data and plot the results. The bulk of the work is done in the train() method, which is only three (dense) lines. It requires numpy, scipy, and pylab.

* For full disclosure, I should admit that I generated my random data in a way such that it is susceptible to overfitting, possibly making logistic-regression-without-regularization look worse than it is.
